Request for Applications – Comprehensive Probation System Review

The Robert F. Kennedy National Resource Center for Juvenile Justice (RFK National Resource Center) is excited to invite jurisdictions to apply to become one of three selected sites to receive consultation and technical assistance to undertake a comprehensive Probation System Review. The competitively selected jurisdictions will partner with the RFK National Resource Center, as part of its Dennis M. Mondoro Probation and Juvenile Justice System Enhancement Project, in federal fiscal years 2020-2021. This opportunity is made possible through the Office of Juvenile Justice and Delinquency Prevention’s Second Chance Act award, entitled Ensuring Public Safety and Improving Outcomes for Youth in Confinement and While Under Community Supervision.

Through a dedicated two-year partnership with selected jurisdictions, the RFK National Resource Center will conduct a comprehensive analytic review and examination of current probation and juvenile justice system practices, followed by the delivery of technical assistance support to implement the recommendations offered within the final Probation System Review report. This project will provide selected jurisdictions with extensive support to: create or enhance a comprehensive juvenile justice system improvement plan; identify opportunities for improved community supervision/probation performance based on best practice standards that address the needs of youth both with and without trauma and behavioral health diagnoses; and implement a tailored improvement plan with the endorsement of local leadership, thus ensuring sustainable and measurable practice enhancement.

Update on the Dual Status Youth Training Initiative

The RFK National Resource Center for Juvenile Justice (RFK National Resource Center) is pleased to announce the jurisdictions selected for participation in the Dual Status Youth Training Initiative. As announced at the inaugural Dual Status Youth Symposium in April, 2016, the RFK National Resource Center intended to select up to six jurisdictions through a competitive application process. We received a large volume of quality applications from jurisdictions across the nation, making our selection process both challenging and rewarding.

The following sites will receive two days of on-site training for their multi-system collaborative on the key elements of the RFK National Resource Center’s Dual Status Youth Framework, detailed in the seminal publication Guidebook for Juvenile Justice and Child Welfare System Coordination and Integration: A Framework for Improved Outcomes, 3rd Edition:

  • Augusta County, VA
  • Hall County, GA
  • Jefferson County, WI
  • Palm Beach County, FL
  • Pennington County, SD
  • Polk County, IA

We look forward to partnering with these jurisdictions and their committed youth-serving leaders and practitioners, building upon our recent successful Dual Status Youth technical assistance projects sponsored by the MacArthur Foundation and the Office of Juvenile Justice and Delinquency Prevention, as well as more than a dozen years of site-based experiences. The RFK National Resource Center believes our approach to engaging jurisdictions and all of their stakeholders, on their turf, is a cost-effective means of training that is critical to addressing the complexities of multi-system coordination and integration practice and policy reforms on behalf of dual status youth.
